This is Keito Gaku's debut one-shot work and winner of the 77th Tetsuya Chiba Prize - which later was adapted into Boys Run the Riot. It is licensed in North America by Kodansha Comics and can be found as a bonus in volume 4 of Boys Run the Riot.
